FCT Minister defends concession plan, says land must serve public interest under strict planning laws.

ABUJA, NIGERIA – The iNews Times | Nyesom Wike on Wednesday firmly ruled out any reversal of the Federal Capital Territory Administration https://fcta.gov.ng FCTA’s plan to redevelop Jabi Lake, dismissing emotional appeals against the concession of the popular recreation area.

Speaking during a media chat in Abuja, Nyesom Wike responded to a viral video showing Senior Pastor of Family Worship Centre, Sarah Omakwu, kneeling publicly to beg him not to concession the Jabi Lake Recreation Centre to private investors.

In this report, we examine the key developments, reactions from stakeholders, and the broader implications for Abuja’s urban planning and investment climate.

Background of the Story

Jabi Lake, one of Abuja’s most prominent leisure destinations, has long served as a recreational hub where residents gather for exercise, business, social events, and tourism activities.

However, according to Nyesom Wike, the facility had suffered from years of underdevelopment prior to his administration’s intervention. He disclosed that the lake area had been allocated to a private company for between 15 and 16 years without tangible progress.

The arrangement, he said, failed to deliver the promised transformation of the waterfront into a structured entertainment and tourism centre, leaving behind makeshift structures and what he described as poor environmental standards.

The FCTA has since embarked on reforms aimed at enforcing land-use regulations and attracting credible investors to revive key public infrastructure.

Key Developments

Reacting to Pastor Omakwu’s plea, Nyesom Wike made it clear that emotional displays would not influence policy decisions.

“You talked about a woman kneeling begging. I do not get carried away by such emotions. Kneeling to do what? How is Jabi land your own?” he said during the media briefing.

The cleric had earlier appealed to the minister, saying, “I cannot fight the minister of the FCT. I cannot. But I go on my knees as a mother in this land that Jabi Lake Recreation Centre should not be given to anybody.”

She described the location as a vital community space where people exercise, trade, socialise, and celebrate life events, urging the minister “in the name of God” not to sell or concession the land.

But Nyesom Wike maintained that the government had no option but to revoke the previous allocation and seek new investors willing to develop the site within defined timelines.

“When I came on board, I discovered that Jabi Lake had been given to one company for 15 or 16 years without any development. You cannot allocate land and leave it for that long with nothing to show. We revoked it,” he said.

He added that the new allocation would come with strict conditions, including timelines for development and automatic revocation if terms are breached.

“To show that it is not personal, we will reallocate the land with clear conditions. If there is no development within the specified time, we will take it back,” he stated.

The minister also referenced a separate case involving a cleric who allegedly constructed a church on land designated strictly for recreational use.

“The cleric called and said he did not know he had built his church on recreational land. He built his church with whose approval? I told him I would give him time to move out, but I cannot allow him to stay there,” Wike said.

Reactions from Stakeholders

While supporters of the redevelopment plan argue that structured investment will enhance tourism and revenue generation, critics fear that excessive commercialization could restrict public access to communal spaces.

Civil society voices in Abuja have called for transparency in the concession agreements to ensure that redevelopment does not erode the social value of Jabi Lake.

Responding to concerns about investor confidence, Nyesom Wike dismissed claims that Abuja is becoming hostile to business.

“As human beings, you do not expect everybody to support every government. What is important is the results. I met with representatives of the European Union, and they were satisfied with what we are doing and are willing to partner with us,” he said.

Implications

The controversy surrounding Jabi Lake highlights a broader tension between urban renewal and public sentiment in Nigeria’s capital.

On one hand, the FCTA argues that enforcing planning laws and revoking dormant land allocations is essential to restoring order and attracting credible investors.

On the other hand, residents worry that redevelopment could prioritize commercial interests over community access.

For Abuja’s investment climate, the stance taken by Nyesom Wike signals a stricter regulatory environment where land-use violations may no longer be tolerated, regardless of the profile of those involved.

The redevelopment initiative is also tied to the FCTA’s ambition to reposition Abuja as a leading tourism and economic hub within West Africa.

In February, the administration signed development agreements with Suburban Broadband Limited and Akida Hills Limited to upgrade the Jabi Lake facility as part of a broader infrastructure strategy.

What Happens Next

The FCTA is expected to proceed with the concession process under new terms that include defined development milestones and oversight mechanisms.

Investors selected for the project will be required to meet specified deadlines, with the minister warning that failure to comply will result in revocation.

As redevelopment plans unfold, scrutiny from residents, religious groups, and civil society is likely to intensify, particularly regarding access, pricing, and environmental sustainability.

Conclusion

The firm position adopted by Nyesom Wike underscores his administration’s commitment to enforcing Abuja’s master plan, even in the face of emotional appeals and public criticism.

Whether the Jabi Lake redevelopment ultimately balances commercial viability with community access will shape public perception of the FCTA’s broader urban reform agenda.

For now, the message from the minister remains unequivocal: policy decisions, he insists, will be guided by law and development goals not sentiment.

The iNews Times will continue to monitor developments surrounding Jabi Lake and provide authoritative updates on Abuja’s evolving urban landscape.
